Wugger is a Dibbun of Redwall who, while walking along the ramparts with his friend Blinny, spots two Marlfoxes on the path below. The vermin ask them to open the gate but a sudden storm breaks out and the infants become trapped on the walltop until they are rescued by Dann and Tragglo who scold them for breaking the rules about babes climbing on the walls; they are also chided for lying about seeing two foxes. He later becomes good pals with Dwopple and often gets into mischief with him. Along with Blinny he is with Dwopple when the latter is kidnapped by the Marlfoxes, and after they tell Cregga about the incident the elders realize that he and Blinny were actually telling the truth earlier.
