Ruggan is the fierce leader of the Juskabor clan who lives with them in the southern regions of the Western Coast. He has golden fur, sports the tribe tattoos (wavy green lines on the forehead with yellow circles on the cheeks), and expertly wields a sabre. He appears to be intelligent and has the ability to draw a creature's attention by staring at the back of their head. After Gruven leaves to pursue a deserted Deyna/Tagg he conquers the leaderless clan, killing Antigra when he discovers she is plotting against him. His vermin capture Gruven who lies to the fox, claiming that he has killed the otter which would make him the Taggerung. Ruggan constantly questions the stoat, clearly not believing him and bringing in Rawback who tells the truth. Upon being told that Gruven has slain the otter in the ditch outside Redwall, the fox decides to lead his tribe there to see if the prisoner is being honest. When they arrive at the Abbey he questions Deyna/Tagg - who has since had his Juskarath tattoos removed - about the incident, and the otter (who recognizes Gruven) confirms the stoat's story and says that the Taggerung is indeed dead. Gruven celebrates as this means he is now the Taggerung, and Ruggan immediately decapitates him to claim the title. He then prepares his tribe for battle but is stopped by the timely arrival of Russano, backed by his Long Patrol hares. As he has heard of the Badger Lord, Ruggan wisely surrenders and is forced to crawl back to the coast with his defeated tribe.
