Ruggan is a young member of the Rogue Crew Sea Otters who lives with them on the High North Coast. He is the son of Skor, older brother of Swiffo, and relative of Dorka, Jum, and Wullow. He wields a round shield and battle-axe, and as his father is the Chieftain he wears a silver-and-amber coronet. He is slightly rash, dislikes anybeast challenging his authority, and demands that the Bloodrippers surrender after the otters rescue some Long Patrol hares. Though he initially decides to execute Dibby and Dukwina he changes his mind and strips them of their crowns, giving the titles to Luggi and Wuzgo instead. While waiting for his father he interrogates a captured Crumdun before handing him to Bartuk and Garrent, who torture the terrified stoat until Nubbs knocks them out with swift punches. An enraged Ruggan attempts to attack him but is defeated as well, recognizing his mistake and apologizing to the hares. He joins his crew on the trip to Redwall and, during the journey, suffers a terrible loss when Swiffo is killed by a poison dart from Ketral. As soon as the fox flees he gives chase as Skor is too slow, quickly catching up to and decapitating Ketral. After participating in the Battle of Redwall he and Nubbs become co-owners of Posy Gurdy.
